Well I'm about to write a few tutorials on basics for PSP like character movement, loading images.
But I learn a fair bit from this site: http://www.psp-programming.com/tutorials

Also with libraries you can search Google or go to: http://forums.ps2dev.org/

I shall be posting tutorials for Linux (Ubuntu 10.10 I use) and Mac OS X.
